President Clinton calls to end social promotion and reinstate grade repetition in U.S. schools

This year, in his annual State of the Union address, President Clinton called for an end to social promotion (the practice to allow students to pass to the next grade with their peers, regardless of academic performance) and reinstate the practice of retention (also known as grade repetition) for students who do not meet the required academic standards.
